Doug, It's been awhile since I've set up a new iPhone and transferred content from an old device to a new device which it sounds like what you're trying to do. I thought during the setup process that Voiceover was pretty clear what needed to be done when you got to that step. What versions of iOS are running on your two devices? I'll let someone else who has more recently transferred content from one device to another during the setup process comment on where that step happens.
