You don’t have to download music to play it provided you have an internet connection.
If you want to play music when you are offline or you don’t want to use up your data allowance then the music has to be downloaded. Sometimes I want to play music when not on wifi and at the time I had a limited data allowance so I would download music but now my plan is unlimited I don’t bother.
