i'm also having this problem but before I reset all setting please could you tell me what settings you had to reset.  Just got an iphone se2020 and have spent ages setting it up from new as old phone was completely broken so couldn't copy my settings.  Plus having to get my watch unpaired and paired again.  So couldn't face doing all that again.

No other setting seemed to be the problem so I decided to just reset all settings and poof, all works as it should, only I have to go through and fix all the settings that got cleared out.
