You can display it on your iPhone and scan with your iPad or vice versa, 
personally I would find it easier to display it on the larger iPad screen and 
scan it with my iPhone, but that's just what makes more sense to me, if you 
feel confident that  you can use the much larger iPad to scan the smaller phone 
screen it should make no difference.

No, BC Id to my knowledge cannot be added to the Apple Wallet unless you used 
one of these apps like Pass2Y Phone, but I wouldn't recommend it because it 
would not be accepted as valid Id. I believe in some States in the US or maybe 
it's in the entire US Apple is moving towards making it possible to have your 
driver's license on your iPhone and that this will be recognized by certain 
jurisdictions, but we are definitely not yet at that stage here although I 
assume it will come at some point.

I started a new thread here because this has nothing to do with reading 
character by character.

No, you can't upload the file as far as I know, the QR code on the card has to 
be scanned and at least I found the only way to do this is to display the card 
on a second screen or to have a print out.
When I did mine I displayed it on my laptop screen and used the Code Scanner 
option, when I then added my wife's on her phone I decided to try a different 
approach and I printed out her vaccine passport and used the camera app.

In  my opinion using Code Scanner is easier because it captures the code 
automatically as soon as it sees it whereas with the camera app Voiceover told 
me a QR code was present, but I then realized after nothing happened that there 
was a button which I think was labelled "Capture QR Code" and I had to tap 
that. But once I did it also worked.

If you want to use Code Scanner this is not an app per say, you have to access 
it via the Control Centre similar to how you access the Flashlight which is 
also not an app but a feature.
This means you may have to add it to the Control Panel because I can't remember 
if it is there by default. I would first bring up Control Centre and check, if 
it is not there go to Settings > Control Centre, look for it under the "More 
Controls" heading and then double tap on where it says "Insert Code Scanner".

Regardless whether you use Code Scanner or the Camera app, once the QR code is 
recognized a message pops up asking if you want to add the card to Apple Wallet 
and Health, just tap Add and you are done; it's super simple.

Keep in mind that here in Canada this works with vaccination passports from BC 
and a few other provinces whose cards meet the standard which Apple required 
for this.
If you are in Ontario and a province where this is not the case it won't work, 
but for Ontario there is a third-party work-around, I had posted the link for 
that in the article from iPhoneInCanada where I first read that this should be 
easy to do if you are in British Columbia.
