The developer of the westminster Chime app gave me an update. Here is what he said:

This address the problem of the chimes not playing in iOS 15. Now we just have to wait for Apple to approve it. Part of the problem was that the previous version was not registering for anything other than Sounds. That no longer works. Apple wants the end user to have total control over their notification experience. So, by default, Westminster Chimes will show Banners, and show on the lock screen. For the best experience, I suggest that you go into Settings > Westminster Chimes > Notifications, and turn off “Show in Lock Screen” and “Banners”. Leave “Notification Center” and “Sounds” turned on. Thank you for your patience, and for your business!
