Hello Diane, and others on this list, Regarding Westminster Chimes, I have found that the only way to get the chimes to ring consistently is to be sure your phone is unmuted. When the phone is muted, the chimes will still vibrate so you know they're working if the phone's in your pocket. But they won't ring unless the phone's unmuted. That's been my experience, and I hope it helps.
