Your problem is that you are going into Edit mode in the search field and at that point a 4-finger single tap on the bottonm half of the screen will take you to the last element on the screen which would be the dictate button on the keyboard.
Don't double tap on that search field, just go to the Today View and do a 4-finger tap near the bottom of the screen or just continue to flick right until you get to the very bottom and you find the Edit d button I mentioned. Now double tap, then go again to the very end by flicking right a lot or again use the 4-finger tap and you find the customize button. Once you activate customize you get to choose from all the options and you can add items to the Today View, remove others which are already there if you don't want them and reorder what is showing the way you want. I hear all the apps I’ve used today with the number of minutes I used each one. I do eventually see my photos app, hearing aid batteries charge, and iphone 13 mini and it’s battery charge. I really want to move my apple news and my weather widget to the today view. I am running IOS 15.2 on my 13 mini. This is getting personal and I refuse to be defeated by this cute little phone. Once you are on the Today screen, a 4 finger tap at the bottom should put you on an edit button. If it doesn't, try flicking right until you land on an actual edit button. Double tap. Then, do the 4 finger tap at the bottom again, and you should find a Customize button, double tap. Now you should be on a screen where you will flick to the right through any existing widgets, then get into a list of Widgets you can add.
