Chuck, have you tried turning Voiceover off, then turning it back on? Or turning your phone off, then back on? Those are easy rule outs, so I would bet you've tried each to no avail.

Doing so might inadvertently reduce the Voiceover volume. At least that happened to me at one time in the past with one of my earlier iPhone models. I’m using an iPhone 13 Mini which I believe you’re also using and be aware that sometimes the volume level on these devices gets inexplicably messed up for Voiceover users. This has been my experience especially when bringing Bluetooth devices such as Airpods, etc. into the mix. I strongly recommend that everyone using one of these devices keep a pair of lightning wired Earpods on hand for the times volume goes south. One time, I had a pair of Bluetooth earbuds housed in their case that connected to my iPhone on their own when I got up in the morning. Fortunately, I was able to barely hear sound coming from their case as I swiped on the screen. I was able to connect my wired Earpods and get full sound and go to Bluetooth settings and remove those Bluetooth earbuds. The $12 investment in a set of wired lightning Earpods is a very good investment in my opinion. I hope your issue has been resolved but if not, I hope the above might be helpful.
