The only workaround I see in regards to the phone, not having speech when 
rebooting, it is to actually plug it in to the charger and have the charger 
miraculously restart the phone and then possibly tell Siri to turn on voiceover 
if voiceover is off and if it’s on already and it’s not speaking, then tell 
Siri to turn it off and then turn it on see what happens. just a possibility. 
something to try out.
