Mike, I went ahead and double checked Thomas Donnville's podcast. It was done on September 16, 2021.
So unless he had a time machine, he was using iOS 15 and Screen Recognition was in his Quick settings choices.
He did not say anything about adding things to the quick settings, at least not in the first 4 minutes or so. the whole thing is about 10 minutes long; so you may want to give it a listen.
That or try Apple again and see if you get someone who actually knows what the hell they are talking about.

Hi Richard,

I took Screen Recognition off the rotor but, how do I add it to Quick Settings?  It's not in Quick Settings to turn on.

Take care.  Mike.  Sent from my iBarstool.  Go Dodgers!

Subject: Recommendation: put Screen Recognition in VO Quick Settings, not the Rotor

After my experience with the BARDMobile app and screen recognition accidentally getting turned on, I have taken it out of the rotor and put it in Quick Settings.

The advantage is that it cannot be accidentally turned on.

Until Apple fixes the Rotor so it doesn’t randomly change what is focused, accidentally turning on various settings will happen.

This one can reak havvoc, so moving it to Quick Settings will lessen the problems it can cause while leaving it available for those places where it may be useful.

To open Quick Settings, do a two finger quadruple tap.  Find the setting you want to enable and do a one finger double tap.
