So, open the quick settings as described above and while in quick settings swipe to the feature you want to move. Let's use, Activities, as an example. Swipe to Activities, and you'll hear selected Activities, now swipe one more time to, reorder Activities. Here do a single finger swipe up to either move up or move down, and do asingle finger double tap. It'll move in the direction you selected and you'll receive confirmation from Voiceover of it's action. Any of these items can be moved in the same way from it's reorder... option.
