For me there is absolutely no difference between deleting messages in iOS 15 and 16, but as I said, I don't get the prompt to report as spam. Having said this I think it would be nice if the user could choose whether they want the prompt whether you really want to delete the conversation or not especially now when it is possible to recover deleted messages in iOS 16.
