Yes, you could access them on basically any device.  And yes, you could attach 
them to email if needed.

Keep in mind that you can put any type of files in your One Drive, then be able 
to access it on all devices.  Like a PDF file, MP3 files, etc.  For example, I 
have put PDF files in my Dropbox, and then imported them into Voice Dream 
Reader to scan and read them.  So this can be used for many purposes.
Personally, unless it is for my job, I do all of my writing as txt files.  This 
way I can easily edit them on whatever device I need too.  This also lets me 
create txt documents on my phone and then be able to access them on my computer 
if needed.

I totally understand what you are trying to do, and for the most part, that is 
what I do.  Currently use the MBraille app and Braille Screen Input to do all 
of my typing.  And I am considering the Hable One Keyboard.  A little 
expensive, but seems to be a good quality product.  If you do not know Braille, 
then like I said, I would highly recommend some type of blue tooth keyboard.
