Sorry, you are right.  My cellular signal shows three bars out of four, and 
wi-fi shows three out of three.

When I switched to Consumer Cellular, I was sent the sym card in the mail, so 
was able to determine what carrier network was being used by the I.D. number on 
the card.

In any case, this problem seems to have just started when update 16.2 was 
installed, and has been reported to Apple accessibility, so not just an 
isolated problem.

I am happy that I was able to find a solution on the list.
