Works as expected for me. I just did a test and no issues. Have you deleted and reinstalled the app?

Log in to Capitalone mobile app. 2. Double tap an account from the list. 3. Double tap transfer. 4. On from account, double tap the external account at the end of the list under heading external accounts. 5.
