I just tested this. First, the feature is called Voice Isolation, not Noise Isolation.
Anna is correct. If Wi-Fi calling is on, the feature does not show up. While on a call, bring up the control center. Hint, touch the status bar and flick up with three fingers to bring up the control center. IN the top left, will be a microphone mode button, double tap that and you will have three options. Standard, Voice Isolation, or Wide Spectrum. Double tap on Voice Isolation. This setting seems to stick so on future calls, it will default to Voice Isolation. I have not actually talked with someone yet with this setting, but used NFB Newsline to test the settings availability.
