I am not a lawyer, but I suspect it is up to the owner what they do. However, I suspect that could be a huge PR problem.
At this point, they do not plan to do that and they give no indication that they might. I personally would have no issues if I had to subscribe. I know for some people, that could be a difficult price to pay, but I think it is worth paying for.
