The short answer is yes.

 

If you double tap on a download link, it will default to downloading to the 
Files App.  Files is an app that should be on all iPhones unless it was removed 
by the user.

 

For example, I've downloaded mp3 files from audiovault.net and been able to 
play them from the Files app.

 

It may depending on the file format you are downloading, but give it a try.

I guess that is my question.  I am on a page that has a few download links and 
I am not able to grab this same page with my computer because it is a page in
