Hopefully someone else has the answer. I only thought of that one because it resolved a similar problem I was having several years ago.

At one time I was able to use the amazon music app on my iPhone, and could hear Voice Over just fine. I do not know why, but the volume of Voice Over has been muted, or turn down.
