So you're saying they're downloading music they didn't pay for for free from the web? Is this music that's been made available for free or are they acquiring it illegally? If this is illegal, I doubt you'll find something like that in the App Store, and that may not be a discussion that's allowed on this list.
I guess there may be apps out there that allow you to download music that's been made available at no charge. There are also different ways, like on line radios and services like Pandora, where you can stream music for free, but you're not downloading copies of the music to your iPhone.
