I'm not exactly sure but all I've ever done is purchase music off itunes
when I have gift cards.

So you're saying they're downloading music they didn't pay for for free
from the web? Is this music that's been made available for free or are
they acquiring it illegally? If this is illegal, I doubt you'll find
something like that in the App Store, and that may not be a discussion
that's allowed on this list.
I guess there may be apps out there that allow you to download music
that's been made available at no charge. There are also different ways,
like on line radios and services like Pandora, where you can stream
music for free, but you're not downloading copies of the music to your
iPhone.

Do you already have this music on your PC or on CD's? If so, you could
transfer it over to your phone with iTunes.
If not, you could purchase music through iTunes on your phone. It would
then be downloaded and you could then play it in the built in Music app
on the phone.
There are also streaming services that I'm sure have accessible apps for
the iPhone.
There are quite a few ways to skin this cat. If we knew a little more,
we could provide a bit more help.

I know of a few myself, but you do not need to jailbreak your phone to
do this. It depends on what you are wanting to download as well.
Unfortunately, I can’t assist unless I know more about what you are
wanting to download and where the music is you want to download is
located.
