Ok, I found the problem.
It turns out that the update turned on a setting that I haven't seen before.
If you go into accessibility settings and then go down to almost
the bottom of the screen you will find a button called Siri. If
you click on that and then go down to almost the bottom of the
screen again you'll find a button called "announce notifications
on speaker". It is a switch button. Mine was on. I turned it
off and now my phone behaves as I prefer again. It wakes the
phone and VO reads the incoming message to me.

This actually started with 17.0.
I am seeing a situation where most messages that come in wake the phone and show the home screen with the message near the bottom of the screen. This is normal behavior for my phone. But since 17.0 some messages are coming in with a different message sound than I have set for messages and it doesn't wake the phone and Siri reads the message anyway. This is starting to bug me. I have looked all over the settings and can't find anything that would cause this behavior and can't find a way to make it behave the way it used to.
Has anyone else seen this and if so does anyone know how to stop it?
I am using an Iphone SE2020.
