My app Speech Central has capability to read RSS feeds. 

It can also treat any site as an RSS feed even if it doesn’t provide the 
feed itself, you should just provide the link of the home page (or any 
other page that contains headline links). 

It is completely free when used with VoiceOver on, so I think it is fair to
