Also, what about the audio destination option in the roter? Doesn’t this determine where the VoiceOver output is going? Unfortunately, I can’t test it myself right now.

This is just a guess, but in your bluetooth settings on your phone, have you tried flicking up on that speaker to more info and changing the type to headphone?
