This decrease and then increase in volume happened to me last night. I was
reading a book from NLS on my phone and, at first, I thought the
fluctuation in volume might be related to how the book had been recorded,
but it continued to happen when I was visiting Facebook and when I was
reading e-mail. I rebooted the phone, but it made no difference. Since this
morning, however, it hasn't happened any more.

A few days ago, we had a power failure. The Iphone was plugged in at the
time, charging, and as soon as the power failed, it became almost
impossible to use VoiceOver -- speech would stop almost immediately
whenever I tried to do anything on the phone. I tried using BlueTooth BEATS
earbuds, and that did not help either. Eventually, when I  began using my
MFI hearing aid (which I hadn't been using when the power went off),
VoiceOver would work without stopping. I don't know what caused either of
these situations, but, knocking on wood, I'm happy that everything seems to
be working right now!
