You do have to add Screen Recognition to the rotor. Open Settings, Accessibility, VoiceOver, Rotor, Rotor actions.
Anything that says selected in their will be on the rotor, if VoiceOver doesn’t say selected, double tap and it will then say selected and show up in the rotor. I do not think you have to first turn on screen recognition for it to show up in that Rotor Actions list. Let me know if that works, or doesn’t.
