  The Apply to Apps is so you can select some apps to automatically load 
screen recognition.  It is useful once you determine an app works best with 
Screen Recognition on.

  For me, I set Sonos to load screen recognition automatically.

  Also now, my Arboleaf app for my scale.



  I’d leave it alone until you determine an app needs Screen Recognition.

    Did you try going into VoiceOver Settings, VoiceOver Recognition and 
turning Screen Recognition on there.

    Make sure it is saying selected in the rotor items section on Screen 
Recognition.

    Then, going into an app and check the rotor?
