Take your picture, then swipe right from the "Take Picture" button where it says "Photo and Video Viewer" which opens the last picture you took. Swipe right or left until you find "Share" and double tap on it. When the share sheet opens, swipe until you find "Mail" and double tap. This will open a new blank enmail with the image file already attached, just put the email address in the "To" field, add a subject and whatever you may want to write in the message body and then tap on "Send" in the top right corner of the screen.
