I have been using MusicBox which is free and yes, it will keep the speed set at where you desire it to be through each of the however many individual files the audiobook turns out to be. It goes up to 4x, but it unfortunately only adjusts the increments at 0.25 versus a tenth (surprised at it going up to 4x though). It also allows the user to sign-in to their cloud storage and stream from there as apposed to having it upon their device locally.
