Barbra, Both the WiFi only and WiFi + Cellular models of the iPad Mini are identical. We do not get the USB micro adaptor as Ricardo queried…. Owing to Apple using their own proprietary connectors.
The iPad 3rd generation did have a difference between the WiFi + Cellular models between the UK and USA. However, the frequencies have been standardised for the iPad Mini and indeed iPad 4th generation. The only thing possibly to watch out for is if you were to get an iPad specifically for a none GSM network if purchasing a +cellular model. That would you see not work on networks here. The model though is otherwise physically identical.
