Barbra, Had the very same issue a while back with my iPhone 5, Apple Accessibility noted to me that in fact it can take up to 24 hours.
sure enough, over that night it downloaded. you can in fact be stopping the process by checking in on your device. It periodically checks, but that periodic cycle is stopped if you unlock your device. I am pretty confident to say, wait until the morning.
