Yeah, I don't know what was going on with this leaving the device locked and alone. I did that over a few days, and when I finally got around to connecting it to my computer, updating the software and restoring from a backup, Samantha began speaking in her less unpleasant high quality self. I don't know if restoring from a backup is what helped or what. Regardless, she's speaking clearly now. Thanks guys.--Joe

As I said earlier, there is no "use hq voice" option per se. The "use compact voice" option doesn't appear in settings until the hq voice has been downloaded according to this article. So if you don't see the option, your hq voice hasn't downloaded. Can it be assumed that you have voiceover on and have selected your language, region etc? If so, check your wifi connection and make sure it is working and your ipad is using it. Then you just need to wait longer with the iPad mini plugged into a power source and connected to wifi. I seem to remember somebody on one list (maybe this one) also saying something about making sure the iPad is locked wbut I'm not sure about this. If all else fails I guess you call apple care.
