Hi Gena, I would suggest you take this phone back to Apple since this sounds like a major defect. For one thing, if the screen is really locked you should be able to touch it all day long without any sort of reaction from the phone, after all, locked is locked and you lock it to prevent it from doing anything. Even if Voiceover is off touching the screen when the phone is locked won't do anything until you press either the home or power button. A single press will bring up the "Slide to unlock" control and the camera button at the bottom right of the screen, a double press of the home key will also bring up playback controls, Previous, Play/Pause and Next as well as the Airplay button if you are in range of an airplay device and the volume control.
