Hi, Arnold. I just experimented with this and found the keyboard available if the phone is unlocked. I was in mail, called my iPhone, answered the call, and found the keypad available. Inlocked screen however, I had to slide to unlock the phone, even though I had answered it. At that point I had to open the phone application.
