Hi Beverly, Have you tried a triple press of the Home Key? If you haven't enabled this, I highly recommend you do so once you have Voiceover going again.
In iTunes, go to your device, by default the Summary tab should be checked. Just tab all the way past your serial number, past where you can do a restore and an encrypted backup and eventually you come to "Universal Access". Activate that button and that is where you find the option to turn on Voiceover.
