iPhone app be a wav file, or does it have to be m4a?

Hi Kimber,
I'm not sure which version of iTunes we lost the ability to create the
tones, however, I'll try to explain to you the way that I did it in a more
clear way.
First, I downloaded an app called RMaker from the App Store. Then from the
app on my phone, I selected a song that I wanted to create a tone in. I've
then selected the start and stop time, and then double tap on save. Then I
plug the phone up to the computer, and it using iTunes, check the apps
checkbox, then tab over to iTunes filesharing. I've then found theRMaker
App, and found the new ringtone I Created, then tabbed over to save to, and
saved it to the tones folder. I then opened up that folder, and pressed
enter, The song began playing, and then as the song was playing, it got
imported into the iTunes ringtones folder. 
I hope this helped.
