Hi Kimber, This is by now a documented and confirmed bug in iOS 7 and has to do with that entire hypersensitivity of the touch screen. The only thing you can do and it may or may not help a bit is to go to Accessibility Settings and turn on Reduced Motion which is towards the bottom of the main accessibility settings screen. Some people reported it helps a bit. I would strongly encourage you to take the time and report this to accessibil...@apple.com since it is probably one of the more annoying bugs yet.
I would also try and do a very precise swipe and then keep your hand well away from the screen for a bit longer than usual because what seems to be happening is that after you do the swipe you don't even have to quite touch the screen for the touch screen to sense your hand and somehow repeat the gesture. If you haven't turned on Reduced Motion yet, I suggest you remove all apps from the app switcher, then turn it on and then shut down your phone and reboot it after 30 or so seconds. Not sure if this will help, but I can guaranty it won't hurt.
