Ok, thought this well worth a try. So plugged it up and flicked power on.
Didn't get a noise, but applying power puts it straight on and just took as
long as it took to boot. So applying a charging cord seems to be the most
reliable way of doing this.

Subject: turning on a device from completely off

Someone brought up today that she or he hated to power down because
it is impossible to tell how long to hold the button when powering back
on. I totally agree. Someone told us that you should empty the app
switcher before powering down. For a full switcher makes the start-up
longer.
Well, I was trying to power back on after the iOS 7 had updated itself.
I dcouldn't get it and I couldn't get it. Well, I thought, let's put
this beast on the power supply. It was actually a docking station.
When I did that and held the button, I do believe that I heard something
that let me know that we had power.
If they give you a light, it wouldn't hurt my feelings if they gave the
slightest beep too!
