It used to be on the Summary tab, but I don't think it's there any more. I assume if you check to Sync your iPhone when you connect it which still is in the Summary Tab then iTunes will most likely open, otherwise you just have to open it manually. Personally I never liked iTunes to open automatically every time I plugged in my phone to charge it on the computer, after all, you can put iTunes on the taskbar in Windows 7 (if you are using Windows 7) and open it with a single keystroke depending on which position it is in on your taskbar. For example, If you have it in third position, you just press Windows Key+3. Otherwise you could always setup a shortcut key like Control+Shift+I or something like that. I prefer having my 5 or 6 most used applications like Internet Explorer, Outlook, Skype, iTunes etc. on the taskbar and to use the Windows Key+corresponding number since this works without having to set up anything, it's a standard Windows shortcut.
