Ron, You have to do a single-finger double-tap first to enter text editing mode, then do a 2-finger double tap to start dictating (wait until you hear the sound. When done dictating, do a 2-finger double-tap to end dictation. Then remember to enter the Search key or Send key to activate whatever action is appropriate, or advance to the next text field.
Hope this helps. I just checked on my 5, and if I try a 2-finger double-tap without first entering text edit mode with a 1-finger double tap, my background audio starts playing.
