reggie and AllegraOK, if I can't use wifi due to the problematic network, I 
will try turning off wifi. When I get home and turn wifi back on, I will not 
have problems, right?

Cellular only kicks in when wifi is not present, but if your phone is seeing 
networks it cannot use, you will have problems. Just disable wifi completely 
and see if things work better. You could also try a network settings reset; 
that will erase all bluetooth and wifi pairings/networks and passwords, but it 
might clear up your wifi problem.
