I would recommend list. You can create anything from a grocery list on.
You can create pretty much any kind of list and then share it and people you
share your list with can add or delete items as needed. I mostly use it for
groceries but I have also used it for to do lists as well. And, it's
accessible and free.

The native Reminders app can have both timed and un-timed reminders. It can

First of all, I do not want to have to associate each task with a specific
date and time. I want the opportunity to set reminders as needed with
specific times, but I also want a simple to do list where I can check off
tasks as they are accomplished.
I would like to be able to sync this list between the phone and the
computer. I would prefer the use of the Microsoft exchange server, but
would except something like dropbox or the cloud, if I could find a task
list that was fully accessible.
