The iPad is most definitely being produced, you can still buy an iPad 2
which would be your least expensive full-size iPad which means it has a 9.7
inch screen.

The new iPad Air still has the same 9.7 inch screen, but it is thinner,
smaller because there isn't as much around the screen and much lighter. 
The iPad Mini will soon be available as the second generation device, same
size, a 7.9 inch screen, but with a much more powerful processor.
Both iPad Mini and iPad Air use the A7 processor, same as in the new iPhone
5S.

Voiceover is of course part of iOS so a blind user can most definitely use
an iPad and many on this list have full size iPads or iPad Minis and love
them. If you have very good special awareness you can easily use a full size
iPad, if you think you will have problems orienting yourself on the large
touch screen, an iPad Mini would be a better choice for you.

Both iPad Mini and iPad Air come as WiFi only or you can also get data
capable devices which means they can take a SIM card just like your phone
and connect to the internet via 3G or LTE if it's available where you live.
Of course you will need a plan for this and it is data only, they will not
have a phone number which can be called. Of course you could use Skype or
any of many other Voice Over Internet solutions to basically make a phone
out of any iPad.

I personally would love to buy an iPad Mini and probably will do so at some
point to use as a companion device to my iPhone and I would easily get at
least 2 or maybe 3 days of battery life out of my iPhone instead of having
to charge it every night because at  home I would just use the iPad for
listening to books, for talking on Skype or Facetime etc. I could probably
keep WiFi and Bluetooth off on my phone most of the time which just by
itself would save a lot of battery. Is it necessary to have an iPad, well,
probably not, but if you have the money to spend and you like technology you
probably won't regret buying one.

hi,

I have thought about getting an IPad but, is there any reason since I have 
an iPhone and it'll do most of the same things or is there a big difference 
in the  two divices beyond a larger screen?  given the latest stuff I'm not 
sure if IPads are still produced or if iPad mini and iPad air  I'm not sure 
what the differences are.  or would the pads be any use to a blind person 
since I can't really use the larger display?
