I take it, the best thing for now, is leave the volume control out of the
rotor to avoid this problem?
At this point in time, I don't have the volume control in my rotor.

Yes, it also affects the air as well. Also, if you use the buttons on the
device to turn up the volume, you won't rexperience the bug.

I just wanted to inform you all that the same Voiceover volume bug that
prevents you from turning up the volume once you've lowered it with the
rotor for iPhone 5S users, is also happening on the new iPad mini retina.
I got my new iPad today, and I was a little shocked to discover this bug
on here too.
