When VoiceOver is on, the screen curtain can be toggled on and off. When VoiceOver is off, there is no screen curtain. Therefore, VoiceOver is on on the person's device. If the person does not use VoiceOver, the person accidentally activated it with a triple tap of the home button. This means, the home button has been set up for VoiceOver. Triple tapping the home button will turn VoiceOver off and the screen curtain will deactivate, leaving the screen visually usable.
Of course, three-finger triple tap always toggles screen curtain when VoiceOver is running.
