Go into settings, notification center. Make sure allow notifications in the lock screen is on.
Find WeatherBug in the list of apps and make sure it is allowed to provide banners and sounds. Go to settings, WeatherBug, and make sure notifications is active. Finally, open WeatherBug and check settings within the app to see if there is notifications which need to be active. Note: I do not have WeatherBug.
