The erratic behavior of the Bluetooth keyboard is an unfortunate bug in iOS 7.1. There appears to be no permanent fix. Try taking focus away from he app you are in and then restoring it. Some user report limited success if they turn the keyboard off and on again. You may wish to email accessibil...@apple.com to express concern.
