I have had the same issue as you.

Voice Over goes softer in volume after using dictation.

I couldn’t find the setting for VO volume, so put it on the roter.

This IOS version seems to be a very mixed bag of bugs.

I occasionally have the opposite issue. Sometimes, VO becomes quieter after 
dictation. I have not yet been able to reproduce it with any consistency.
