I upgraded to IOS 7.1 over WIFI on both my iPhone 4S and iPad Mini, and have 
seen no difference in battery usage.

I have an iPod Touch 5 and have noticed no difference in battery usage since 
updating via Wifi to iOS 7.1. I use Bluetooth constantly, because I use a 
Braille display, and I have brightness set to 0. Background app refresh is on. 
I charge my iPod after about seven hours of usage, but this has always been the 
case for me, and I've had two iPods, one a 4, which was stolen, and my new 5.
