Thank you for the response, I see you want to clarify that the App developers 
have the controls of approving the reviews.



Kieth, yes. The app developers have the control of approving the review but 
there are some that are open to it in which you can post anytime.



Please, always remember support is just an email away if needed. You've truly 
been a remarkable asset and thank you for choosing the iTunes Store.

It sounds like it may be the same internal department which reviews apps before 
they become active in the App Store. If so, this is very different from the app 
developer being able to block negative reviews.

Does this sound right? Seems like it would defeat the purpose of App Reviews if 
Developers can have Review Boards to determine if they’ll approve the review 
before allowing it to be posted.

By the way, both of my reviews of apps were negative, as neither app was 
accessible.
